PFBL Rules

The full version of Baseball Mogul 2002 is not required but recommended..

First of all 1 pt = 1 Million Dollars. In some places I use pts instead of Dollars.( Please be patient with me.Baseball Mogul 2002 uses pts instead of Dollars.)

All games will be played at the mogul level.

All Teams will be set at B+ fan loyalty after that you will be on your own...

Simulation mode will be used. All seasons are set to play 162 games..

There is no salary cap and therefore use your financial genius..

We have 2 sims per week, each consisting of a one week sim. The deadline for lineup changes will be on Saturday and Wednesday nights at 11pm CT. The sims will occur on the evening Monday and Friday with the deadlines and the updated file will be posted as soon as possible, to give ample time to make changes before the next sim.

There will be a vote to see if you would like to use a Designated Hitter in this league.(Majority rules)

Trading will be allowed at any time up to the Mogul date of July 31st. Trades will not be official until BOTH owners have sent in their approval to the commissioner's office. All trades are subject to approval by the league office. If either assistant commissioner or the league advisor feel a trade is unfair for any reason, they will have 24 hours after the final approval of the trade to lodge a protest..If that occurs, the trade will then go to the league for a vote. A simple majority will be all that will be needed for either the trade to go through, or to be denied. Then a balance pts system will be used..I will tell the 2 owners what it will take for the trade to go through but only if the league denies the trade..Then if the owners agree the trade will be approved and the decision is final..Additionally, no team in the red financially may make any trade that increases their payroll or sign free agents.

Trading with computer controlled teams is allowed after that team has been under computer control for 4 sims. First, the trade has to be accepted by the Mogul 2002 game itself. Then, after you submit the trade to the league office,then the trade is subject to approval by the league office.

Trading Block

If there is a player or players you would like to trade to get specific help or have another team buyout the contract email me the name or names and what your looking for and it will be posted on the trading block page..When a owner and yourself agree ,then BOTH owner will need to send in the trade to the commissioner's office.

Free Agent signings during the season can occur at any time. These signings will be on a "first come, first served" basis at the contract that you negotiate within the Mogul 2002 game.

The resigning of players who are about to become free agents can occur at any time during the season using the Mogul 2002 negotiate feature. When sending these extensions in, you must have used the most recent file as these figures change throughout the season. Any player who has not had their contract extended within 24 hours of the end of each season's World Series will become a free agent.

During the playoffs, just as in major league baseball, changes to your active 25 man roster can only be made at the beginning of each series. If a player is injured during a series, you can only move them to the bottom of the bench or the bullpen. If you advance to the next round, you then have the option of replacing that player on your 25 man roster.

Any other rules not mentioned above will be just as they are in the actual Baseball Mogul 2002 game.

In Between Seasons

Free Agency

The 140 players determined by the Mogul game engine whose contracts have expired, and were not signed to contract extensions by their previous team within 24 hours of the end of the World Series will be free agents. There will be a three day period as outlined by the commissioner, where teams may bid on a player's services. No contract may be for more than 7 years. . Also, because of the volume of bids, and to try to minimize the errors, bids must be listed in last name alphabetical order. Bids not submitted in that manner will not be accepted.

Each day during this free agency period, any owner who is in not in negative numbers in cash may submit a bid on any free agent. The high bids will be updated on the website each day. The owner with the highest bid after three days will then have the player's contract. Special Note : Any owner who did not submit a bid on a specific player in the first 2 days of the bidding period will NOT be able to bid on that players on Day 3. Additionally, owners will be allowed to submit a "maximum bid". This will kick in automatically if another owner has outbid them on a specific player.

AAA Draft

Each season after the season you will have a chance to sign any AAA rookie in your farm system.The any Human controlled team , I wll upgrade your rookie status in your farm system.This will only be done 1 time and only in there first season in your AAA affilate..If you call up a player from AAA and he plays more than 50 games for a hitter or 50 innings as a pitcher he will not be eligible for updated status.So if you want the greatest farm system put your money into your farm system and scouting.. Baseball Mogul 2002 will draft your AAA rookies..

Projected Revenue and Expenses

Beginning of each year and August 1st of the sim I will send each owner a projected revenue & expense sheet. It will give you an idea where you stand and lets you determine what to do with your roster, farm system, scouting, medical expenses, and ticket prices.

Ticket Prices

You will be able to set your ticket prices from free to +100%..The default is set at +1%..But be careful and not scare away the fans..

Franchise Movement

Any owner who wants to move their franchise must make that intention known before the Mogul date of September 1st for the move to go into effect for the following season. The fee for the move alone will be 10 Million Dollars. No franchise will be allowed to a city already occupied by an existing franchise (with the exception of New York, Chicago, Los Angeles which can have 2 teams each).

When you move, you will still have to build a stadium, unless you move to a city that already has an existing major league stadium that has been used at some point in this league. You may move into one of these existing stadiums for a fee of 5 Million Dollars. Information on building a new stadium, or making upgrades to an existing stadium can be found below.

Fan loyalty will be automatically set at B+ in your new city. As a major league team's movement would have nothing to do with their farm system, you will retain your previous setting.

Building New or Upgrading Existing Stadiums

The cost to build a new stadium will be as follows:

15 Million for a convertible stadium.....12 Million for a domed stadium.....10 Million for an open air stadium

You will then decide what type if surface your playing field will have. You may also set the outfield fences to whatever level you want that fits within the following standards: Foul Lines between 320 and 360 feet; Power Alleys between 365 and 400 feet: and Center Field between 400 and 440 feet. You will have an allocation of 12 points to rate infield quality, infield grass, visibility, and foul grounds. You will have an allocation of 9 points to rate convenience, comfort, and sight lines. This would allow you to have a stadium with all average settings. Each of these variables has a slightly different wording, however they all have 5 levels to choose from. Therefore, if you want to have any variable rated at it's highest level, that will take 5 points. Please note that each of the seven items listed above will have to have at least 1 point allocated. Seating capacity will be preset at 40,000, however, if you wish, you may use some of your points to raise seating. 1 point=2,500 more seats. To make additional upgrades over and above what you get with your initial points, you may buy additional upgrades as outlined below.

You may also upgrade an existing stadium in an attempt to draw more fans to the games. All categories can be upgraded for the following prices:

Playing Field Variables (Infield Quality, Infield Grass, Visibility, Foul Ground) : 3 Million Dollars per level of upgrade. (Example: Your stadium currently has an infield grass rating of "average". To move that to "good", you will pay 3 Million Dollars. To move that same variable to "excellent", you will pay an 3 Million to first move it to "good", then an additional 3 Million to move it from "good" to "excellent" for a total cost of 6 Million to improve the variable by two levels).

For the other Variables (Convenience, Comfort, Sight Lines) : 4 Million Dollars per level of upgrade.

Seating : For every 2,500 seats you want to add : 2 Million Dollars

Moving outfield fences in either direction : 1 Million Dollars per dimension. The move must still fit into the acceptable standards: Foul Lines between 320 and 360 feet; Power Alleys between 365 and 400 feet: and Center Field between 400 and 440 feet.

Participation

It is not necessary that an owner send an e-mail for EACH sim stating that they have "no changes" or send an e-mail with a lineup that has no changes. However, we do want to keep this league full of people who actively participate. Therefore, any owner who has had no contact with the commissioner's office for a period of 3 consecutive weeks is subject to having their team taken away WITHOUT NOTICE. A simple "no changes at this time" e-mail will count as contact. OWNERS WILL ALSO BE REMOVED IF THEY FAIL TO REPLACE ANY PLAYER WHO IS INJURED FOR MORE THAN 30 DAYS.

Many times owners have written to me and told me that they were running into time constraints and had to drop out of a league. Any person that does that is eligible to return at any time that they see that their availability changes and there is an available team. ANY OWNER REMOVED FOR NON PARTICIPATION IS NOT ELIGIBLE FOR RETURN TO THE LEAGUE.

Full initial lineups are required of all owners at the beginning of a season. They should be sent in before the first sim. However, no owner will be removed for not getting the initial lineup in by the first sim. They WILL be removed if the full initial lineup is not submitted by the third sim. Additionally, telling me to "auto sort" your lineup is NOT considered sending me an initial lineup.
